Soil and debris removal action at US Coast Guard bases
The United States Coast Guard Shore Infrastructure Logistics Command (USCG SILC) retained Hana to perform environmental engineering services for two projects under this single award. The first project required environmental sampling at a former housing area to check for the presence of contaminated media prior to divestiture to a private party. Hana developed project plans including a sampling scheme to characterize soils and subsequently dispose of contaminated media. Hana retained an environmental restoration subcontractor to provide excavation services and provided field oversight of all removal activities. The area was restored to meet pre-removal conditions regarding aesthetics.
Hana also developed plans and provided engineering services for the removal of debris located on OU-3 at USCG Base Portsmouth. The project included wetlands delineation, erosion control plans, Quality Assurance Project Plan (QAPP), Safety Plans and post removal confirmatory sampling plans. After providing plans and briefing USCG personnel, Hana mobilized to the site with specialized subcontractors to upgrade perimeter fencing, install a construction entrance and install erosion control measures to facilitate removal of the debris. Three hundred eighty-five tons of debris were safely removed from the site and disposed of in a RCRA subtitle D landfill. Hana provided all construction oversight and site engineering.
Hana’s unique military range sustainability experience also allowed Hana to provide consulting services to USCG with respect to small-arms training range sustainability. Hana used a programmatic approach to evaluate a small-arms range for potential contamination pathways resulting from contaminants generated during training. Hana reviewed stormwater permits, stormwater conveyances, safety baffles, expenditure data, and hygiene protocols and collected discrete samples from environmental media to check for impacts to the environment. Results of the study provide range operators and environmental managers with sustainable practices to continue low-impact operations of this vital facility.
